I viewed this story with a bit of skepticism. But coming away from it I wondered if there is any restraint left. I am all for helping people who are down on their luck , but I really think that our capability to help and our willingness to do so sometimes produces an opposite effect.
I think that in addition to money, food and shelter, that perhaps there ought to be more, in the form of life coaching, counseling, behavioral modification. The restive middle class is breaking under the strain and reactionary forces tend to grab hold of stories like this and go on the attack. It is not good for anyone and does not lead to rational discussion.
