Afghan Vote Watchdog Finds Fraud And Orders Recounts -- Reuters

KABUL (Reuters) - Afghanistan's mainly U.N.-appointed election watchdog said on Tuesday it had found "clear and convincing evidence of fraud" in last month's presidential election and ordered a partial recount.
