C.I.A. Had Plan to Assassinate Qaeda Leaders -- New York Times
WASHINGTON — Since 2001, the Central Intelligence Agency has developed plans to dispatch small teams overseas to kill senior Qaeda terrorists, according to current and former government officials.
The plans remained vague and were never carried out, the officials said, and Leon E. Panetta, the C.I.A. director, canceled the program last month.

Should allies be informed and might they block the access of the C.I.A. teams to their targets? What if American officers or their foreign surrogates were caught in the midst of an operation? Would such activities violate international law or American restrictions on assassinations overseas?

Update: CIA's secret program: Paramilitary teams targeting Al Qaeda -- L.A. Times
My Comment: When I woke-up this morning and read the above New York Times article, I could only say to myself that the ones who decided to not implement this plan are the ones who should have their feet roasted on the fire. I for one would be over joyed with the prospect of Osama Bin Laden ending up at room temperature .... but I guess this "plan" did not measure up, and the plan to get him is now through predator missile strikes.
Sigh .... now I know why Osama Bin Laden is still alive.
To get anyone who is on the loose, you will always need boots on the ground to get him. But it appears that there have been no boots on the ground to get Osama Bin Laden in the past 8 years. If this is true .... the Osama Bin Laden hunt has been a travesty for the American people and to the families and victims of 9/11.
