My Comment: To build and establish a professional army from scratch .... during wartime .... will be an undertaking that will be next to impossible ... at least for the next 5 to 10 years. The manpower, money, resources, and equipment that will be required will be enormous ..... and this does not include the work that will be necessary in changing the culture and behavior of an Afghan Army to that of a professional organization. When I read reports that 2/3 of the Afghan military is dependent and/or addicted to opium ..... it is not hard to see a picture of the challenges that lie ahead.
