"It's too early for me to say what the next steps are," Perino said after six-country negotiations in Beijing failed to yield agreement on a formal structure to verify North Korea's truthfulness about its atomic programs.
"Because they decided not to work with us, and the talks have devolved because they wouldn't put it in writing, we're going to have to rethink some of this action-for-action, which is what we had said we would do," she said.

My Comment: Duhhhh.... North Korea does not want other countries putting their noses into the internal affairs of their country. Verification procedures .... if implemented .... will only verify what old Korean watchers have always been saying .... the North will sign an agreement, but will not respect it.
The White House itself will now do nothing .... this is going to be President Obama's issue.
