We welcome the news that you are to continue at the Pentagon in the Obama presidency. It will bring valuable continuity to the war on terror. But the special military relationship between our two nations needs repair work.

At a late stage of planning for the Iraq war, when British troops were working out how to evict the Baathists from Basra and the oilfields, but before Parliament had approved the war, your predecessor as Defence Secretary, Donald Rumsfeld, called us “work arounds”. We understood that he had to signal to Saddam Hussein that whatever happened in London, the US Army would take Baghdad - and the rest of Iraq as well.
