What if they won't go?

This has to be the looniest idea I have heard in a long time. Israel's 'defense minister' Ehud Barak wants to evacuate 'Palestinian civilians' who reside in Gaza City to the southern part of the Gaza Strip so that he can then have the IDF attack the terrorists who remain in the city. What if some of the 'civilians' refuse to go? What if some of the 'civilians' who do go are actually terrorists?
