Who, reportedly, organises the terror attacks?

Why, reportedly, do the security services carry out acts of terror?

In the case of Ireland, the idea was (1) to get the two sides (IRA and Protestant extremists) to wipe each other out (2) to discredit the idea of Northern Ireland breaking free from the UK. Similar tactics were used by the UK military in former colonies such as Kenya and Malaya.

Why might elements of the security services want to carry out attacks at this particular time?

1. Gordon Brown has brought some anti-Iraq-War people into his government. Elements of the security services might want to send a message to Brown that he must continue to support Bush and Israel.

2. Terror attacks will make it easier for Brown to reduce people's freedoms.

3. The Lockerbie case could further discredit the CIA and America. Several newspapers have published the evidence pointing to the possibility that the CIA brought down PanAm flight 103 over Lockerbie. Terror attacks can distract from Lockerbie.

4. The new SNP government in Scotland has proved popular with much of the Scottish public. The US and London governments are opposed to the SNP policy of Scottish independence. A terror attack in Scotland can undermine the SNP.
