New figures suggest 600 civilians are dying a month - which would equate to about 11,000 casualties in the past 18 months.
The figures, released by the Iraqi Ministry of Health, give details of Iraqi deaths in the country between July 1 last year and January 1 this year. They show 3,274 people died.
2,041 deaths were the result of military operations.
1,233 deaths were caused by terrorist operations.
