Joe Biden has an excellent piece in the International Herald Tribune this week about advancing Europe's security. As an American citizen, what I appreciated when I read it was a sense that American foreign policy isn't "coasting" in Europe, with a "no problems, no-need-to-pay-attention" attitude.
